Quick reference

The nine Quality Standards

The standards are set out in Regulations 6–14. Open each provision to read the legal text, and use the statutory guide alongside it.

How to use these resources

What is the difference between regulations, guidance and the SCCIF?

Regulations contain legal requirements. Statutory guidance explains how relevant duties should be approached; check its stated audience and legal status. The SCCIF describes Ofsted’s inspection approach and evaluation criteria. Read the three together, rather than using an inspection checklist as a substitute for the regulations.

Are the Quality Standards a separate set of rules?

The nine Quality Standards form part of the Children’s Homes (England) Regulations 2015. The Department for Education’s statutory guide explains their context and application alongside the other regulations.

Does this replace local procedures or professional advice?

No. Use the original sources alongside local safeguarding partnership procedures, placing-authority arrangements and individual care plans. These brief descriptions are signposts, not a complete account of the law or advice on an individual situation.
